Suggested Action: Information

In 2006, the City of Longmont was a hotbed for mosquitoes and West Nile Virus. The

State of Colorado reported 219 human cases of West Nile Virus; of those, 118 cases

were reported in and around Longmont, 50 cases in Boulder County, 41 in Weld County

and 27 in Larimer County.

As we move into the 2007 mosquito season, the City will be teaming up with Boulder

County Health Department and Colorado Mosquito Control (CMC) to protect the

community from the potential adverse effects of West Nile Virus. During the fall of

2006, with the assistance of the City’s Purchasing Division, staff solicited a “Request for

Proposal” for mosquito services. Staff evaluated two proposals based upon the City’s

past experiences, the cost of such services as well as contractor’s references, expertise

and organization. The evaluation team determined that the city should continue with

Colorado Mosquito Control, thereby offering CMC a one year contract, which may be

renewable for four additional one-year periods.

The City has contracted with Colorado Mosquito Control since 2003 (2007 contract price

for services is $43,550). Larval control makes up the vast majority of the City’s

abatement programs, nearly 95%. In 2006, CMC inspected 2, 914 sites throughout

Longmont, treating 311 sites. The total acreage of larval treatment was approximately

207 acres. The balance of the program consists of adulticide spraying in locations that

meet specific criteria. In 2006, CMC sprayed a total of 411 lineal miles; of that total,

370 miles were sprayed at the request of Boulder County Health Department, with the

support of the State’s Epidemiologist, for emergency purposes. This was done

specifically to reduce the number of West Nile Virus positive mosquitoes during August

of 2006.

The designated threshold for spraying is triggered when one of ten trap sites

throughout the City encounters adult mosquitoes of 100 or greater; this spraying is

then site specific. These trap sites are monitored and evaluated on a weekly basis.

This information is shared between CMC, the County Health Department and the City.

Typical hotspots for mosquito activity generally concentrate around water. These

locations include Boulder County Fairgrounds, Jim Hamm Park, Wastewater Treatment

Plant, Golden Ponds, Clover Basin, and the Shores neighborhood. With this history,

these are targeted sites for monitoring in the 2007 season. The attached map provides

approximate location of area trap sites as well as those areas to be targeted in 2007.

Additional services provided to the City from Colorado Mosquito Control include:

GIS Mapping and regular reporting.

Notification of spraying in the Times-Call

Current and updated Web site with numerous links related to WNV and other

health issues.

Complaint Line – toll free number to call in problem areas or voice concerns --

Chemical Sensitive Notification List – Citizens can request notification prior to

spraying

Shut-off Request List – Citizens can request CMC to turn off spray unit when in

front to their homes.

Educational Literature related to WNV and other Mosquito related diseases

Prevention Program Assistance

The 2007 Mosquito Program will focus on sites that have been identified and mapped

over the past 4 years and areas of concentrations will be monitored based upon

complaints and past history. A variety of environmental factors will influence the

success of our 2007 program, including precipitation as well as temperature. Other

factors will include continued outreach and public education.

Joe Malinowski, Consumer Protection Coordinator for Boulder County Public Health

Department as well as John Pape, State Epidemiologist will be presenting a few slides

regarding the State wide perspective on WNV as well as discussing how Boulder County

Public Health will be using gathered data to make recommendations regarding

emergency adulticiding. Additionally, a representative from Colorado Mosquito Control

will be present to address any question City Council might have regarding its

operations.

West Nile Virus Prevention:

Don’t forget your 4 D’s

Dusk to Dawn Peak activity for mosquitoes are from dusk to dawn, individuals may

want to limit their activity during this time or take additional precautions.

Dress When outside during peak mosquito activity, wear long pants and long

sleeves

Drainage drain standing water in backyards bird baths, potted plants, tires, wading

pools, etc.

Deet protect yourself from potential mosquito bites by wearing an insect repellant

that includes a deet product.
